The secretariat of the 14th International Conference on AIDS and
Sexually Transmitted Infections in Africa (ICASA 2005) is call-
ing on interested applicants for the position of A PROFESSIONAL
CONFERENCE ORGANISER [PCO]

Deadline for Submission of Applications: September 22, 2005

1. Brief on ICASA

The International Conference on AIDS and Sexually Transmitted
Infections in Africa (ICASA) has established itself as a the
primary meeting place for people working with and affected by
HIV/AIDS to come together to discuss and articulate good and
verifiable initiatives to confront the epidemic of HIV/AIDS and
other sexually transmitted infections in Africa. The idea of
having a conference on AIDS and Sexually Transmitted Infections
in Africa (ICASA) was developed in the early 1980s by a group of
African Scientists to address the specific needs of Africa in
respect of HIV/AIDS and sexually transmitted infections.

ICASA is owned by the Society for AIDS in Africa (SAA) and or-
ganised in collaboration with the hosting country and relevant
international agencies.

The first ICASA was held in Arusha, Tanzania in 1988. After the
Conference in Morocco, in 1992, it was decided that the Confer-
ence be held biennially on a rotational basis. Uganda hosted the
9th ICASA conference in 1995, Cote D'Ivoire 1997, Zambia 1999,
Burkina Faso 2001, Kenya 2003 and Abuja, Nigeria December 2005.

Objectives of the Conference

* To analyze the dynamics of the HIV/AIDS epidemic in Africa and
discuss appropriate strategies of adequately responding to the
epidemic.

* To provide a forum for a critical analysis of various initia-
tives undertaken by major stakeholders to respond to HIV / AIDS
in Africa and discuss the extent to which these responses have
impacted on the course of the epidemics in Africa.

* To discuss the recent advances made in the area of basic and
social sciences ­ vaccine and microbicide developments, ARV,
prevention, and how they will impact on the quality of life of
those infected and affected by the epidemic.

* To articulate initiatives leading to mitigation of HIV/AIDS in
the African family.

ICASA 2005 Conference Theme

* The theme of the Conference (ICASA 2005) is "HIV/AIDS and the
Family". As a result, ICASA 2005 will focus on the crucial role
the family plays in the fight against HIV/AIDS in Africa and how
the challenges posed by HIV/AIDS can be faced at the level of
the African family which has from ancient times been the bedrock
of all African societies.

* ICASA 2005 will explore traditional family values with the aim
of empowering African families and involving them in a compre-
hensive response to the AIDS epidemic in Africa - giving special
attention to the youth, women and children.

Concentration Areas

The Conference theme has been sub-sectioned into seven main con-
centrators as follows:

1. Accountability, Politics and Policies in HIV/AIDS
2. Prevention and Control
3. Treatment, Care and Support
4. Science and the Community ­ Bridging the Gap
5. Human Rights, Gender and Ethics
6. HIV/AIDS, Youth, Children and the Family
7. Impact and Impact Mitigation

Conference Format

The Conference Programme will comprise abstract and non-abstract
driven sessions and will feature the following activities and
programmes:

1. Plenary Sessions
2. Round Table Discussions and Debates
3. Satellite Meetings
4. Skill Building Workshops
5. Oral Abstract Presentations
6. Poster Presentations
7. Exhibitions
8. Special Programmes: Leadership forum, Community programme,
Youth programme, Children's conference.

Conference Dates and Venues

The Conference will take place on 4-9 December 2005.

The main venue for the Conference will be the International Con-
ference Centre and its premises. Additional venues will be used
for specific components and activities. These other venues in-
clude the Yar'Adua Centre, Cultural Village, and the Meridian,
Nicon and Sheraton Hotels.

Conference Participants

The expected number of delegates at ICASA 2005 is estimated to
be about 10,000 made up of representatives from all over Africa,
other parts of the world and within Nigeria. A significant num-
ber of high level political and international leaders have been
invited.

The preparation for ICASA 2005 has gone considerably far, with
invaluable input from managers from various departments and
ICASA sub-committees viz Administration, Logistics, Events, Ac-
commodation, Hospitality, Security, Transportation, Leadership,
ICASA external relations, Youth, Community, Security, Volun-
teers, Scientific programmes and Communications.

Within the remaining 3 months towards the conference, the PCO
shall collaborate with all the departmental managers and coordi-
nators towards a flawless implementation, realisation and fol-
low-up to the Conference as well as support the conference with
the current and post- conference services.

The PCO shall at all times take cognisance of the current roles
of various managers and seek to work effectively with them.

Organizational Arrangements

The Society for AIDS in Africa (SAA) is a non-governmental, non-
profit making civic and community oriented organization with the
overall goal of mitigating the impact of HIV/AIDS on the African
continent.

SAA provides leadership in HIV/AIDS related activities on the
African continent and promotes the activities of other African
organizations working on HIV/AIDS through collaboration and in-
clusion. The SAA as a body owns and organizes the International
Conference on AIDS and Sexually Transmitted Infections in Africa
(ICASA) through collaboration with the hosting country and rele-
vant international agencies. The SAA secretariat is currently
located in Nairobi in the Republic of Kenya.

ICASA 2005 is working in close collaboration with various Inter-
national and Local organisations, such as, the International
AIDS Society (IAS), the UN Team group, FHI, PLAN International,
AfriCASO, NAP+, SWAA, Network of NGOs and many others.

The ICASA 2005 International Steering Committee (ISC) is the in-
ternational adviser for ICASA and is composed of local and In-
ternational stakeholder organizations that deliberate over the
scientific and logistic content of the Conference.

A National Task Force on ICASA 2005 has been set up by President
Olusegun Obasanjo. It is made up of local stakeholder organiza-
tions and relevant line ministries. This body acts as the local
organizing committee. The ICASA 2005 works closely with the Na-
tional Action Committee on AIDS which is under the Presidency.

ICASA 2005 and the Conference Secretariat is headed by the
President and supported by 8 Specialised Sub-Committees. There
are 20 staff members at different levels.

ICASA 2005 will manage all administrative and technical matters
and take complete financial responsibility for the Conference.
The ICASA Conference Secretariat will also appoint the Profes-
sional Conference Organiser to assist with the organisational
duties.

The PCO will report directly to the ICASA President.

2. Description of Services to be provided by the Professional
Conference Organiser

The PCO shall provide all the services for the planning, imple-
mentation, realisation of and follow-up to the Conference and
otherwise support the Conference as follows:

a. General Co-ordination
* Follow-up on time schedule of all departments in the secre-
tariat.

* Liaison with the ICASA 2005 Conference Secretariat and the Na-
tional Task Force

* Continuous updates on the financial development and position
of the congress to the President

* Assessment of Conference activities

* Inviting tenders and procurement of goods and services accord-
ing to instructions from ICASA 2005 and in collaboration with
all relevant departments

* Final Statement of Accounts of all costs and income incurred
by the PCO related to the Conference budget

* Supervision and control of all meeting facilities for the con-
ference

* Production and management of the welcome reception

* Management of catering services and arrangements in connection
with the Conference

b. Support Services: This includes Logistics, Events, Programme
and Administration

* Follow-up on time schedule

* Co-ordination of local transportation services for the Confer-
ence

* Assist with the security arrangements (policy and plan) before
and during the congress

* Provisions for technical equipment

* Preparation of material for Internet publishing and abstracts
for CD-ROM

* Design and procurement of decorations and signs

* Co-ordination of the Poster Exhibition

* Organisation of tours, meals, events, and a social programme
for accompanying persons

* Preparation and distribution of the conference material, dele-
gate kits, name badges etc.

* Hiring, instruction and management of temporary paid confer-
ence staff

* Recruitment and training of temporary staff such as hostesses,
AV-technicians, interpreters, volunteers etc.

* Organisation and management of the speakers preview room

* Set-up (including computers) for on-site handling of registra-
tions, changes and payments

* Organisation and operation of the on-site secretariat

* Continuous updates on provision of statistical data on the
Conference

* Provision of post-event analysis report, including statistics
on registration, financials, income etc by March 2006

c. Delegate Services ­ Registration, Events and Communication

* Receipt of delegates registration forms and payments

* Screening, registration of forms and dispatch of confirmation
letters

* Communication with delegates on changes, special requests etc.

* Continuous reports on event statistics and participant infor-
mation

* Review and update link to ICASA web site for all services

* Production of individual documents, tickets and name badges

d. Abstract Handling Services- Programme Department

* Dispatch of letters of acceptance and rejection and, if appli-
cable, information about final presentation times to all submit-
ters of abstracts

* Communication with abstract submitters

* Provision of statistics, i.e. number of abstracts per country,
number of abstracts per code, etc

* Filing and safekeeping of all abstracts received

* Report of; abstracts per session; per author-index etc.

* Indicated track/category for rating purposes, including list-
ing and instructions

* Input of final ratings

* Production of poster numbers

* Supervision related to activities mentioned above

e. Exhibition Services- Events, Logistics and Accounts

* Organisation plan and time schedule for the organisation of
the exhibition

* Preparation of application forms, order forms for auxiliary
services and standard contracts

* Preparation of floor plans and allocation of stands

* Assistance in the selection of the forwarding agent and other
local sub-contractors

* Handling of customs services, transportation, cleaning etc.

* Preparation of exhibition guide

* Invitation package and information to exhibitors

* Supervision and co-ordination of booth construction and auxil-
iary services

* Staffing of Exhibition Service Desk

* Invoicing exhibitors

* Cash management

* Statement of accounts

f. Hotel Services - Accommodation

* Reservation, confirmation and follow-up with delegates

g. Tourist and Accompanying Persons Programmes - Hospitality

* Selection, reservation, confirmation and follow-up

3. Clarification Regarding Services

a. Registration Service

The PCO will make available their knowledge, systems and experi-
ence and be responsible for the registration of delegates, gen-
eral data entry, processing, using software already put in place
by ICASA for accreditation, collection of registration fees
(cash, wire transfers and credit cards accepted), mailing of
confirmation letters and statement of accounts.

b. Abstracts Handling Services

The PCO shall work with the responsible Manager for abstracts
handling to support the Programme Secretariat. This service in-
cludes responsibility for correspondence with authors, abstract
acknowledgement, confirmation of date, time and room, abstract
processing, distribution of topics and presenters by date, time
and room, organisation of sessions and editing the abstract
book, preparation and distribution of Conference material, dele-
gates' kits and name badges etc.

c. Hotel and Tourism (Housing Bureau)

The PCO shall be responsible for ensuring availability of suffi-
cient and appropriate accommodation for the delegates. The PCO
shall also be responsible for the social programme (tourist ser-
vices), whether requested by ICASA 2005 or otherwise reasonably
expected to be required by the delegates of the Conference. This
service includes room request/booking in different hotels, ar-
ranging tours and transfers as well as social and cultural
events. ICASA 2005 has already made block bookings of hotel
rooms, and these will be handed over to the selected PCO. Any
commission payable for hotel bookings or other arrangements is
to be shared between ICASA 2005 and the PCO as follows: 60 % is
retained by the PCO and 40 % is forwarded to ICASA 2005. The PCO
shall not add any surcharges or other fees to the price and
charges by the hotels and other suppliers/agents.

d. Exhibition Services

The PCO shall advise ICASA 2005 Event Manager concerning the
layout and printing of promotional material; outline floor plan
of the venue; advice in the selection of security; hiring inter-
preters, cleaning and catering companies; customs brokers;
staff; management of exhibits including setting up and disman-
tling; exhibitors' registration; layout of relevant badges; and
all additional tasks involved in the management of commercial
exhibitions.

e. Commercialisation/sales

The PCO shall not have any right to a commission for selling
commercial space or any other sponsorship sales connected with
the Conference. ICASA 2005 has total responsibility for attract-
ing sponsorship. The PCO is however expected to assist with
practical matters.

f. Committees

The PCO will be an ex officio member of certain committees re-
lating to the Conference. The PCO undertakes to participate in
any committee meetings of which it receives notice and to be
fully prepared for each such meeting as directed by the Presi-
dent.

g. Financial matters

All registration fees received from Conference delegates, as
well as any other sums received for the Conference (such as sold
exhibition space) shall be deposited in the ICASA bank account
used for the organisation of the Conference. ICASA 2005 will
also be in charge of all payments, invoicing etc.

h. Copyright, Intellectual Property and Industrial Property

ICASA 2005 shall be the sole and exclusive owner of the copy-
right, all other intellectual property rights and industrial
rights to the following Conference documentation whether in
electronic or other form:

* The participant-database

* The list of delegates

* Other databases, books, CD-ROM, video recordings, internet web
sites, web cast material, catalogues, compilations and abstracts
made by either ICASA 2005 or the PCO or its subcontractors, if
any, for or otherwise in relation to the Conference

* All other types of documentation made by either ICASA 2005 or
the PCO or its subcontractors, if any, for or otherwise in rela-
tion to the Conference, including databases for administrative
purposes

* Final data files from PCO registration database

i. Insurance

The PCO shall provide insurance to cover its performance under
the Agreement and to cover any claims the it may incur while
acting as the Professional Conference Organiser of the Confer-
ence.

j. Remuneration

ICASA 2005 shall reimburse the PCO any costs incurred in provid-
ing agreed services, provided however that these costs have been
specifically provided for in the Conference budget and incurred
in accordance with the agreed procedures.

ICASA 2005 shall prepare a budget in collaboration with the PCO
covering all costs to be incurred in relation to the Services to
be provided by the PCO.

Prospective Professional Conference Organisers should submit a
detailed proposal indicating the level of fees they will charge
to provide the services outlined in this Request Document. The
submission should clearly indicate a proposed schedule of pay-
ments.

Proposals must give verifiable evidence of technical, financial
and human capacity to carry out the contract. Credible refer-
ences must be given.

k. Taxes

The PCO shall be responsible for any and all taxes of whatever
kind levied or imposed on or in relation to the fees paid, and
reimbursements made, by ICASA 2005 to the PCO.

l. Information Technology

ICASA 2005 will also provide a Website for the Conference.

Parts of the United States are as poor as the Third World, ac-
cording to a shocking United Nations report on global inequal-
ity. Claims that the New Orleans floods have laid bare a growing
racial and economic divide in the US have, until now, been re-
jected by the American political establishment as emotional
rhetoric.

But yesterday's UN report provides statistical proof that for
many - well beyond those affected by the aftermath of Hurricane
Katrina - the great American Dream is an ongoing nightmare. The
document constitutes a stinging attack on US policies at home
and abroad in a fightback against moves by Washington to under-
mine next week's UN 60th anniversary conference which will be
the biggest gathering of world leaders in history.

The annual Human Development Report normally concerns itself
with the Third World, but the 2005 edition scrutinises inequali-
ties in health provision inside the US as part of a survey of
how inequality worldwide is retarding the eradication of pov-
erty. It reveals that the infant mortality rate has been rising
in the US for the past five years - and is now the same as Ma-
laysia. America's black children are twice as likely as whites
to die before their first birthday.

The report is bound to incense the Bush administration as it
provides ammunition for critics who have claimed that the fiasco
following Hurricane Katrina shows that Washington does not care
about poor black Americans.

The document, which was written by Kevin Watkins, the former
head of research at Oxfam, will be seen as round two in the bat-
tle between the UN and the US, which regards the world body as
an unnecessary constraint on its strategic interests and ac-
tions.

The report launched yesterday is a clear challenge to Washing-
ton. The Bush administration wants to replace multilateral solu-
tions to international problems with a world order in which the
US does as it likes on a bilateral basis.

Among the world's poor, infant mortality is falling at less than
half of the world average. To tackle that means tackling ine-
quality - a message towards which John Bolton and his fellow US
neocons are deeply hostile.

Inequality within countries is as stark as the gaps between
countries, the UN says. Poverty is not the only issue here. The
only way to eradicate poverty, it says, is to target inequali-
ties. Unless that is done the Millennium Development Goals will
never be met. And 41 million children will die unnecessarily
over the next 10 years.

Decline in health care Child mortality is on the rise in the
United States For half a century the US has seen a sustained de-
cline in the number of children who die before their fifth
birthday. But since 2000 this trend has been reversed. 13 per
cent of the US national income - this high level goes dispropor-
tionately on the care of white Americans. It has not been tar-
geted to eradicate large disparities in infant death rates based
on race, wealth and state of residence.

Countries that spend substantially less than the US have, on av-
erage, a healthier population. A baby boy from one of the top 5
per cent richest families in America will live 25 per cent
longer than a boy born in the bottom 5 per cent.

The US is the only wealthy country with no universal health in-
surance system. Its mix of employer-based private insurance and
public coverage does not reach all Americans. More than one in
six people of working age lack insurance. One in three families
living below the poverty line are uninsured. Just 13 per cent of
white Americans are uninsured, compared with 21 per cent of
blacks and 34 per cent of Hispanic Americans.

Child poverty rates in the United States are now more than 20
per cent Child poverty is a particularly sensitive indicator for
income poverty in rich countries. In the UK - which at the end
of the 1990s had one of the highest child poverty rates in
Europe - the rise in child poverty, by contrast, has been re-
versed through increases in tax credits and benefits.
