Subject: Deadline: 15 Jan 2006: UNHCR International Professional Roster

UNHCR International Professional Roster

1. UNHCR has established an International
Professional Roster as a means for the Office to
ensure that entry level international positions (P-2,
P-3 and, on an exceptional basis, P-4) are filled in a
timely manner with a professionally qualified, gender
balanced, geographically diverse, linguistically able
and highly motivated corps of professionals.

2. UNHCR is once again inviting spontaneous
applications for its International Professional
Roster. When professional vacancies occur, UNHCR does
its best to fill them internally. If the number of
internal candidates is insufficient, roster candidates
will be considered. The International Professional
Roster is intended to ensure that recognized gaps in
the organization's staffing profile, especially at the
P-2 and P-3 levels, are filled properly and in a
timely manner. The purpose of the International
Professional Roster is to have a pool of pre-selected
candidates from which UNHCR can recruit when
international professional vacancies are available for
external recruitment.

3. This invitation targets potential applicants who
could be suitable for mainly P-2 and P-3 posts in
ongoing and new operations that will be advertised in
the course of 2006. The deadline for receipt of
applications is 15 January 2006.

Interested candidates may submit their applications by
e-mail with the subject heading "Application to IPR"
to e-mail Recruitment and Postings Section.

Candidates who were not successful in the last IPR
test may wish to re-apply and sit for the next exam
which will be announced at a later stage.

Profile requirements for applicants to the Roster
4. All interested candidates, especially women, with
the required qualifications and experience are invited
to apply. The following categories with direct UNHCR
work experience are notably encouraged to apply:

International United Nations Volunteers (IUNVs) with a
minimum of two years of cumulative service with UNHCR;

Professional staff members appointed within the UN
Common System, (especially females at the P-4 level
and above until gender parity is achieved);

Partnership deployments with at least two years of
cumulative service with UNHCR; and

Former UNHCR staff members.

5. Applicants to the Roster must be prepared to serve
on posts in field locations, especially in category D
and E (hardship and/or non-family) duty stations, for
an initial period of one year. Preferably, the first
appointment should be outside the continent of the
candidate's nationality. All UNHCR international
professional staff members are required to rotate.

6. The anticipated staffing requirements for 2006,
show an identifiable need for Roster candidates for
P-2 and P-3 posts with the following functional
profiles:

Administration Officers
Community Services Officers
External Relations Officers
Field Security Advisors
Finance Officers
Finance Project Control Officers
Human Resources Officers
Information Technology Officers
Programme Officers
Protection Officers
Public Information Officers
Supply and Transport Officers (logistics, procurement,
inventory management)
Telecommunications Officers

Kindly refer to the Standard job profiles for the
above–mentioned posts.

7. Candidates for the Roster must possess a
university degree (i.e. BA, LLB etc.) or an advanced
university degree (i.e. JD, LLM, MA, MBA, MSc, PhD)
preferably in International Relations, International
Public or Private Law, Finance, Accounting, Public
Administration, Social Work, Communications,
Journalism, Political Science or Social Sciences,
Economics, Engineering, Management, Supply Chain,
Transport and Logistics.

8. Candidates must have a minimum number of years of
relevant professional work experience related either
to their own qualification or to refugees. It is
particularly helpful if this work experience has been
obtained in an international context. Internships may
be taken into account when assessing relevant
professional work experience. All candidates will be
graded based on the following standard recruitment
criteria:

P–2: University degree plus 4 years of relevant
professional work experience; or Advanced University
degree plus 2 years of relevant professional work
experience.
P–3: University degree plus 8 years of relevant
professional work experience; or Advanced University
degree plus 6 years of relevant professional work
experience.
P–4: University degree plus 12 years of relevant
professional work experience; or Advanced University
degree plus 10 years of relevant professional work
experience.

9. Candidates for finance posts must have passed the
United Nations Finance Examination. Qualified
applicants in one or more functional areas (i.e.,
protection, community services, programme and supply)
could also be considered for generic Field Officer
posts.

10. In order to broaden the opportunities for
candidates to rotate in different regions and to
respond to actual professional recruitment needs,
interested applicants are required to have a
demonstrated working knowledge of English and are
encouraged to have knowledge of a second UN language.
Applicants who do not have the second UN language must
demonstrate a commitment to learning one through
enrolment in a language learning programme in order to
be considered for the Roster.

11. Every effort to maintain gender parity will be
made. Therefore, women are encouraged to apply.

12. Applicants to the Roster, if selected for a post,
must be prepared to take up their assignments as from
July 2006. However, United Nations Volunteers and
others with current assignments with UNHCR are
expected to first complete those assignments.

Applying for the Roster

13. Interested candidates who meet the requirements
specified above must submit the attached Application
Form and relevant documentation to the Recruitment and
Postings Section, e-mail Recruitment and Postings
Section, by 15 January 2006.

14. In addition to the Application Form, a UN
Personal History Form (P.11, and P11 Supplement if
required) must be signed and submitted, including at
least three references.

Timetable for administering the Roster

15. The Division of Human Resources Management in
UNHCR is responsible for administration of the Roster.
A review of the files of all applicants will take
place in January and February 2006. Applicants who are
retained at this first stage of the process will be
informed accordingly. Due to the large number of
applications, we are unfortunately not able to respond
to applicants not retained.

16. Retained applicants to the Roster will be invited
to take an Entry Test approximately 3-4 weeks from
receiving confirmation of their retention, and will be
provided with information regarding the timing and
administration of the test. This essay-based test will
gauge the suitability for work with UNHCR.

17. Those applicants who successfully pass the test
will be informed accordingly. They may thereafter
expect to be invited, at regular intervals, to express
interest in specific vacancies or short-term
assignments. Candidates who do not respond positively
to three invitations will be removed from the roster.
So too will those who express interest in posts and
are subsequently appointed but refuse to take up the
offer. The next main posting session will take place
in June 2006, and UNHCR will contact only those
appointed. Roster candidates who are not appointed to
posts as a result of expressed interest will remain on
the Roster for one year. After one year, they will be
requested to reconfirm their interest to remain on the
Roster and to update personal details including
additional work experience and qualifications.

18. We thank all those applying in advance for their
interest in working for UNHCR and to serve the cause
of the world's refugees.

World Bank Credit Supports Governance Reforms in Bangladesh

WASHINGTON, December 1, 2005 — The World Bank today approved a US$200 million
Development Support Credit (DSC) to support a program of core and sectoral
governance reforms carried out by the Government of Bangladesh.. The third in
an ongoing series, the DSC is designed to assist Government in addressing key
governance constraints, by strengthening public expenditure and budgetary
management, to improve public procurement, modernize tax administration and
enhance the delivery of public services. The DSC also targets sectoral
governance reforms in banking and state-owned enterprises, energy sector
reform, and the Government's trade liberalization agenda.

"The governance reforms supported by the Development Support Credit are
designed to improve social service delivery to the poor and improve the
investment climate to enhance economic growth, exports, and jobs. Creating
economic opportunity through sustainable growth and access to services is key
to reducing poverty in Bangladesh, and the DSC supports both" said Christine
Wallich, World Bank Country Director for Bangladesh.

Bangladesh has achieved significant economic and social progress in recent
years. GDP growth per capita has averaged around 3.3 percent since the 1990's,
outperforming low income and IDA-only countries as a whole. GDP growth in 2005
remained above 5 percent, despite devastating floods in many parts of the
country. In the social sphere, Bangladesh outperforms most low income
countries across a range of social indicators: Gender parity in school
enrollment at secondary and primary level has been achieved, child mortality
has been halved, and life expectancy has increased significantly since the
1990's. Bangladesh is also on track to meeting many of the Millennium
Development Goals.

Despite sustained progress, the country's development challenges are daunting.
Child malnutrition and maternal mortality rates in South Asia are among the
highest in the world, and Bangladesh's relatively good performance compared to
India and Pakistan is little solace. While poverty has declined by 1
percentage point annually since the 1990's, almost half the population still
lives below the poverty line, and corruption is widespread.

"Improving governance is a critical challenge for Bangladesh and is very much
at the heart of the DSC," said Praful Patel, Vice President South Asia Region
of the World Bank. "We hope the reforms will reduce the scope for corruption,
and, in turn, build more effective government institutions and improve public
service delivery, giving long-term benefits for all Bangladeshis."

The Development Support Credit builds on Bangladesh's recently completed
Poverty Reduction Strategy (PRSP), which emphasizes economic growth; job
creation, social service delivery and safety nets for the poor. Combating
corruption, restoring law and order and making governance work for the poor are
also accorded priority. Accordingly, the Development Support Credit is
designed around the three pillars of:

• Strengthening governance
• Improving the investment climate and infrastructure to speed economic growth
• Empowering the poor

Two previous Development Support Credits from the World Bank have supported
earlier phases of the Government's program of governance and other reforms: a
$300 million DSC I was approved in June 2003, followed by a $200 million DSC II
in July 2004.

The credit from the International Development Association (IDA), the World
Bank's concessionary arm, has 40 years to maturity with a 10-year grace period;
it carries a service charge of 0.75 percent.

[EQ] Reforming Health Care

REFORMING HEALTH CARE

November/December 2005 issue of Boston Review

Race for a Cure
Our health-care system is failing. What will save it?
http://bostonreview.net/BR30.6/quadagno.html

“…..The horrific events of Hurricane Katrina exposed layer upon layer of inequality, and none more shocking than the inequality of health care. While Tulane University Hospital in New Orleans, a private facility, safely evacuated about 1,400 patients and employees, Charity Hospital, the public facility across the street, had no money to charter helicopters and no working evacuation plan. Charity’s patients, among the poorest in New Orleans, remained behind as flood waters rose and conditions worsened. Like 46 million other Americans, most of them had no health insurance…..”

Jill Quadagno is the Mildred and Claude Pepper Eminent Scholar is Social Gerontology and Professor of Sociology at Florida State University. She is the author of One Nation, Underinsured: Why the U.S. Has No National Health Insurance.

The Common Interest
Is it time for national health insurance?
http://bostonreview.net/BR30.6/geyman.html

“…..Incremental efforts over the past 30 years to “reform” health care in the United States have failed to resolve major problems in access, costs, and performance. With each failure, policymakers and politicians promise that the next advance will somehow fix the problems. The list of failed claims is long: managed care in the mid-1970s, prospective hospital reimbursement in the 1980s, health maintenance organizations in the 1980s and 1990s. The latest promises include preferred provider organizations, consumer-directed health care and health savings account…”

John Geyman is professor emeritus of family medicine at the University of Washington School of Medicine in Seattle. He is author of Falling Through the Safety Net, and he was the founding editor of The Journal of Family Practice.

Getting Covered
Choose a plan everyone can agree on
http://bostonreview.net/BR30.6/emanuelfuchs.html

“……..
Dysfunctional social systems can persist for a long time. Major change occurs only when three developments coalesce: a problem begins to attract popular and political attention; the major players agree upon a refined and feasible proposal; and a transforming political event—a major electoral realignment, natural disaster, economic depression, or war—takes place, creating what the political scientist John Kingdon has called an “open policy window.

Ezekiel J. Emanuel is the chairman of the department of clinical bioethics at the Warren G. Magnuson Clinical Center at the National Institutes of Health and the author of The Ends of Human Life.
Victor R. Fuchs is the Henry J. Kaiser Jr. Professor Emeritus at Stanford University in the department of economics and the school of medicine's department of health research and policy. He is the author of
The Future of Health Policy.

The Primary Solution:
Put doctors where they count
http://bostonreview.net/BR30.6/starfield.html

“……Specialty care is the pride of the American health-care system. In fact, it dominates the system: only about a third of all physicians in the United States are primary-care physicians, compared with roughly half in most other industrialized countries.

Yet the overall health of Americans is relatively poor. In 2000 the United States ranked 23rd in the world for male and female life expectancy. Many people—even public-health experts—attribute this to disparities in health care among racial, ethnic, and income groups, and to the self-destructive behaviors of individuals. But none of these explanations really adds up. Even the white American population has a lower life expectancy than the population of any country in Western Europe. As for behaviors, the American population smokes less than people in most countries and is less likely, on average, to drink alcohol. And while it is true that residents of the U.S. states with the most social inequality have the poorest health, international comparisons suggest that differences in social inequality alone are not to blame. ….”

Barbara Starfield is a University Distinguished Service Professor in the health policy and management department at the Johns Hopkins Bloomberg School of Public Health. She is the author of Primary Care: Balancing Health Needs, Services, and Technology.

Conference Call Scheduled for Tomorrow, Tuesday 12 Noon EST

Previously you have showed interest in learning about the newest estate planning tools available.

I am personally inviting you to attend a live conference call – tomorrow, Tuesday at 12 Noon Eastern Time. The conference call is with an estate planning attorney who specializes in non-recourse premium financed life insurance solutions. On this call you will learn how your high net worth clients ages 70-89 can obtain Life Insurance Death Benefits with NO-OUT-OF-POCKET COST and with NO-RECOURSE.

The response to the last call was so overwhelming that we have scheduled another Live Conference Call tomorrow, Tuesday November 29 (12 Noon Easten Time), for those who were shut out of the call or unable to attend. On the call you will learn about how you and your clients could potentially benefit from the 70-PLUS PLAN – the estate planning tool for high net worth senior clients over age 70.

To register for the LIVE CONFERENCE CALL and receive a free 70-PLUS OVERVIEW that you will need to print out and reference during the call, please click here: http://www.cpadirect.net/rta/70plusplan.cfm

Our Estate Planning Attorney is nationally recognized for his knowledge, experience and expertise related to NON-RECOURSE PREMIUM FINANCING. He works only with high net worth seniors over the age of 70.

First, I want to address what you may be thinking... "The 70-PLUS PLAN sounds too-good-to-be-true".

Please understand that only a very small percentage of seniors can qualify for the 70-PLUS PLAN. Remember, they must be at least 70 years of age, have a net worth of at least $5 million and they must be insurable. That is NOT an easy combination, so very few can qualify.

Unlike "traditional" PREMIUM FINANCING that involves a "RECOURSE" Loan and collateral assignments, through 70-PLUS there is NO-OUT-OF-POCKET-COST, NO-RECOURSE and NO-COLLATERAL requirements. The Insurance Policy acts as 100% collateral for the loan!

The BENEFITS OF THE 70-PLUS PLAN

For your clients...
* ACQUIRE Life Insurance with NO-OUT-OF-POCKET-COST
* INCREASE net estate value tax-free!
* MINIMIZE estate and gift tax problems!

***THE BENEFITS ACTUALLY INCREASE WITH AGE AND NET WORTH!

For you and your business...
* GENERATE a major new source of revenue!
* EXPAND your spectrum of senior services!
* ENHANCE goodwill and retention of existing high net-worth senior clients!
* INCREASE referrals of new high net-worth senior clients

Assuming that your client fits the age and net worth criteria (70 and $5 Million), all that is required is that your client pass the INSURANCE EXAM to qualify for the 70-PLUS PLAN.

Please keep in mind that during the entire Evaluation and Proposal Process up to and including the INSURANCE EXAM and the FINAL PROPOSAL resulting from the EXAM, there is NO-COST and NO-OBLIGATION of any kind.

It is also important to consider that timing may be critical, since nobody can predict the future. Your clients should take advantage of this opportunity NOW, while their health is still relatively good. If they wait until later and health declines, they may NOT be able to pass the Exam and 70-PLUS will no longer be an option for them.

Finally, can you think of any reason why your client should NOT take an INSURANCE EXAM immediately, if it is possible to acquire millions of dollars of Life Insurance Death Benefit with absolutely NO-OUT-OF-POCKET-COST and with NO-RECOURSE to your client?

Again, do NOT assume it is "too-good-to-be-true", and deny your clients a wonderful opportunity to enhance their legacy.

We look forward to meeting you on the Conference Call.

Please feel free to call me anytime at 858-794-7950 or email me at lkolker1@san.rr.com.

Thanks,

Dr. Lon Kolker
Special Consultant for CPAdirectory
